POLICY STATEMENT
Pursuant to Colorado law, there shall be a State Student Advisory Council (SSAC or Council) to the State Board for Community Colleges and Occupational Education (Board). The Council’s membership shall represent and advocate for the diverse voices of the students for which they are elected to serve.
SCOPE
This policy applies to each College in the Colorado Community College System (CCCS or System).
PURPOSE
The Council shall advise the Board on matters of interest and concern to System students and shall generally serve as a liaison between the Board, the Colleges, and the students served.
COUNCIL MEMBERS
There shall be one member and one alternate, each of whom are enrolled for a minimum of nine credit hours and elected by the student body of each College campus that have established student governments. No member shall serve more than two one-year terms, beginning July 1st and ending June 30th.
OPERATING PROCEDURES
The operations of the Council shall be governed by this Policy. The Council may establish operating procedures or Bylaws for the orderly conduct of its affairs, which shall include a process for the election of members and for filling any vacancy which may occur during the term of a Council member. The operating procedures or Bylaws shall require the approval of the Chancellor.
STUDENT BOARD MEMBER
The members of the Council shall elect annually one of their members to serve as the student member to the Board. The Student Board Member serves a one-year term and is not a voting member of the Board but may make motions, speak in debate, and serve on committees. The Student Board Member is not entitled to attend executive sessions. Any vacancy in the office of the Student Board Member shall be filled for the unexpired term by election by the Council. The Student Board Member shall be compensated in accordance with the statute.
FUNDING
The Board recognizes the need to adequately fund the activities of the State Student Advisory Council. The Council shall annually submit a budget to the Chancellor in accordance with the System budget request procedures. The budget will be included in the budget request forwarded to the Board for approval.
TRANSCRIPT RECOGNITION
Members of the State Student Advisory Council shall receive transcript recognition for satisfactory completion of a term of service as a member of the Council. Such recognition shall be awarded in accordance with procedures established by the Chancellor.
STAFF
The Chancellor shall appoint a staff advisor to the State Student Advisory Council who shall assist the Council in its operations and activities and act as liaison between the Council and the System Office staff.
PROCEDURES
The Chancellor shall promulgate procedures as needed to implement this policy.
