The Behavioral Health Program Manager will help develop and implement new Behavioral Health programming that is innovative and timely, serving Pikes Peak State College, the Pikes Peak region, and the state of Colorado. This role shall assist the executive dean in providing leadership in and management of division operations. This includes conveying the policies of the college and implementing those policies within the division. This position shall maintain commitment to quality instruction, the primary objective of this institution.

This is a grant funded assignment with a projected end date on or before December, 2026. Position is 75% FTE.
Multi-year grants are funded based on the fiscal years for the full grant period. There is no guarantee that funding is available year after year from the awarding agencies. Employment with the college after each grant funded period is not assured.
Grant funded positions cannot guarantee a payout of leave benefits. Grant funded employees are encouraged to work with their supervisor to schedule and utilize annual leave benefits during each grant period.
Grant funded positions may be eligible for annual increases contingent upon awarded yearly grant budgets and a satisfactory performance evaluation.
Minimum Qualifications
- Completed Master’s Degree in a behavioral health-related profession earned from a regionally accredited institution OR completed Master’s degree plus 18 graduate credit hours in behavioral health.
- Supervisory experience.
- Eligible for Colorado Career & Technical Education (CTE) Credential.
- Ability to manage multiple priorities and deadlines.
Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.
Preferred Qualifications
- Active, unencumbered professional license in the State of Colorado.
- Work experience in the mental/behavioral health field.
- Experience with the Behavioral Health Administration regulations.
- Project management experience.
- Active, unencumbered Licensed Addiction Counselor in the State of Colorado.
- Spanish language ability to read, write, and speak fluent Spanish.
- Work experience in the mental/behavioral health field.
- Experience training or teaching behavioral health content.

Essential Functions
In consultation with the Behavioral Health Workforce Manager and all relevant stakeholders, general duties and responsibilities may include, but are not limited, to the following:
LEADERSHIP AND PROGRAM MANAGEMENT AND DEVELOPMENT
- Develop instructor job descriptions and advocate for staffing needs.
- Make recommendations on the retention, dismissal, or probationary status of faculty and staff according to prescribed policies and procedures, as assigned.
- Supervise the recruiting, interviewing and hiring of appropriate regular and part-time faculty, classified staff, APT and others within the division, as delegated by the Associate Dean.
- Develop and manage the programmatic and operating budgets within grant parameters.
- Cultivate partnerships with external and internal stakeholders to exemplify and sustain a positive climate of collaboration and inclusiveness.
- Attend and present at regional and state meetings to learn and share best practices, promote the program, and increase partnerships.
- Develop a programmatic budget for the grant period within the grant parameters and recommend a budget for ongoing departmental operating budget.
- Develop partnerships with behavioral health employers, related community agencies, and professional organizations.
- Coordinate with internal colleagues on grant administration components (i.e., quarterly reports, time and expense submissions).
- Ensure familiarity with program and course information, related industry certifications and licensure requirements, and correlation to behavioral health careers and connected pathways. (Resources: Talent Pipeline Report, BHA, My Colorado Journey).
PROGRAM MANAGEMENT
- Analyze assessment data for courses, micro-credentials, and degree and implement changes for continuous improvement.
- Support partnerships with prospective and current transfer institutions.
- Implement feedback on course and credential changes to better meet employers’ needs and support students’ success.
- Monitor ongoing operating budgets.
- Conduct regular program reviews according to college guidelines and utilize findings and data to improve programs and operations and increase student achievement.
CURRICULUM & INSTRUCTION
- Supervise the CTE program in consultation with the Associate Dean.
- Ensure the department curriculum meets the needs of students and aligns with college, state, and national requirements and accrediting bodies, as appropriate.
- This position is responsible for leading the curriculum development, design, and implementation for all behavioral health courses and programs, ensuring alignment with state and accreditation standards as well as collaborating with faculty to identify needed updates.
- Additionally, this role provides leadership, mentoring, support, and evaluations for all behavioral health faculty and instructors, including scheduling courses and assigning instructors, as well as ensuring professional development opportunities are available.
- Assist the Associate Dean in preparing institutional, state, and national reports on a timely basis, as appropriate.
- Provide oversite of the alignment of curriculum to ensure students gain the competencies to succeed in transfer and career and technical areas.
- Advises students in behavioral health programs on course selection, career options, internships, and transfer opportunities, addressing any student issues and concerns.
- Provide classroom instruction in behavioral health needed to maintain compliance and program quality.
COMMUNITY SERVICE
- Actively participate in community activities and advisory boards.
- Assist the Behavioral Health Workforce Manager, where appropriate, in building relationships with the division and community partners.
BUDGET
- Provide oversight of workforce development budgets.
- Manage grant funds related to department initiatives.
- Monitor and report on budget expenditures.
- Assist with procurement and purchasing processes.
- Develop budget projections and recommendations.
- All other grant duties as assigned.
