The Behavioral Health Workforce Manager will develop and implement comprehensive workforce development strategies that bridge academic programs with industry needs, serving Pikes Peak State College, the Pikes Peak region, and the state of Colorado. This role shall assist the director in providing leadership in workforce initiatives and management of industry partnerships. This includes developing robust employer networks, implementing workforce readiness programs, and ensuring students are prepared for successful careers in behavioral health fields. This position shall maintain commitment to quality instruction and industry alignment, key objectives of this institution.

This is a grant funded assignment with a projected end date on or before December, 2026.

Multi-year grants are funded based on the fiscal years for the full grant period. There is no guarantee that funding is available year after year from the awarding agencies. Employment with the college after each grant funded period is not assured.

Grant funded positions cannot guarantee a payout of leave benefits. Grant funded employees are encouraged to work with their supervisor to schedule and utilize annual leave benefits during each grant period.

Grant funded positions may be eligible for annual increases contingent upon awarded yearly grant budgets and a satisfactory performance evaluation.

Minimum Qualifications

  • Completed Master’s degree in a behavioral health-related field, business administration, workforce development, communication, or related field from a regionally accredited institution OR completed Bachelor’s degree with two years of professional experience in workforce development or industry partnership management.
  • Two years of professional level experience in workforce development, industry partnerships, or related field.
  • Experience with budget management and reporting.
  • Demonstrated success in building industry partnerships.
  • Eligible for Colorado Career & Technical Education (CTE) Credential.

Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.

Preferred Qualifications

  • Experience in behavioral health industry or healthcare workforce development.
  • Teaching or training experience in higher education.
  • Experience with grant management.
  • Knowledge of Colorado Behavioral Health Administration regulations.
  • Project management certification or experience.
  • Spanish language proficiency.
  • Experience with workforce data analysis and reporting.
  • Supervisory experience.

Essential Functions

WORKFORCE DEVELOPMENT AND INDUSTRY PARTNERSHIPS

  • Develop and maintain strategic partnerships with behavioral health employers and industry stakeholders
  • Create and implement workforce development initiatives aligned with industry needs
  • Design and coordinate service learning, internship, and placement programs
  • Track workforce trends and make recommendations for program adjustments
  • Organize and facilitate advisory board meetings and industry feedback sessions
  • Build relationships with community partners to create employment pipelines
  • Represent the college at industry events and workforce development meetings
  • Develop and maintain employer engagement strategies

PROGRAM DEVELOPMENT AND ASSESSMENT

  • Create and implement workforce readiness programs aligned with industry needs
  • Develop assessment tools to measure program effectiveness
  • Track and analyze workforce placement data and outcomes
  • Recommend program improvements based on industry feedback and placement data
  • Coordinate with faculty to align curriculum with workforce needs
  • Conduct regular program reviews to ensure alignment with industry standards
  • Monitor industry trends and make recommendations for program updates
  • Develop and maintain tracking systems for student placement and success

INSTRUCTION AND STUDENT DEVELOPMENT

  • Provide classroom instruction in behavioral health courses as needed
  • Design and deliver soft skills training workshops
  • Develop career readiness curriculum and materials
  • Provide mentoring and professional development guidance to students
  • Create and maintain student professional development resources
  • Support student success through career coaching and placement assistance
  • Coordinate with faculty to integrate workforce readiness skills into curriculum
  • Develop and implement student professional development programming

OPERATIONAL MANAGEMENT

  • Manage departmental operations and administrative functions
  • Develop and oversee operational budgets within grant parameters
  • Coordinate with internal colleagues on grant administration components
  • Supervise support staff as assigned
  • Maintain organized department files, records, and databases
  • Assist with hiring and onboarding of faculty and staff
  • Manage department calendar and events
  • Ensure compliance with college policies and procedures

COMMUNITY ENGAGEMENT

  • Actively participate in community activities and workforce development initiatives
  • Represent the department at community and industry events
  • Build relationships with workforce centers and employment agencies
  • Participate in regional workforce development planning
  • Engage with professional organizations and industry groups

BUDGET MANAGEMENT

  • Provide oversight of workforce development budgets
  • Manage grant funds related to workforce initiatives
  • Monitor and report on budget expenditures
  • Assist with procurement and purchasing processes
  • Develop budget projections and recommendations
