POSITION NO: 101010 POSITION Due to an internal promotion, MCC is seeking a Director of Financial AidNATURE OF POSITION Exempt Administrative (260 days), 1.0 FTE ORGANIZATIONAL RELATIONSHIPThe Director of Financial Aid reports to the Vice-President of Student Services and supervises financial aid staff. PURPOSE/SUMMARY OF JOBThe Director of Financial Aid is responsible for providing strategic leadership and direction to the financial aid department. In accordance with 34 CFR 668.16(b)(1), the Financial Aid Director is responsible for the administration of all Title IV, HEA programs in which Morgan Community College participates and for coordinating those programs with state and institutional programs of student financial assistance. The Director of Financial Aid is accountable for leadership, oversight, coordination and assessment of all fiscal, human resource, and other related projects within the Financial Aid Office. This role oversees the fiduciary accountability of the institution as it relates to all matters impacting Title IV compliance. The Director of Financial Aid ensures timely and accurate submission of all major reports associated with maintaining financial aid compliance and eligibility, including: audit responses, updates to the Eligibility and Certification Approval Report (ECAR), Program Participation Agreement (PPA), annual Fiscal Operations Report and Application to Participate (FISAP), the financial aid sections of the Integrated Postsecondary Education Data System (IPEDS), Colorado’s Student Unit Record Data System (SURDS) report, along with other mandatory state grant expenditure reports. ESSENTIAL JOB FUNCTIONSDirect supervision of financial aid staff: Provide leadership and guidance to financial aid staff, including training, mentoring, and performance management. (10%)Day-to-day operations: Oversee processing of financial aid applications, file transfers, awarding of aid packages, certification of loans, and disbursement of funding. Serve as a resource for students and families, providing information and guidance on financial aid options, eligibility criteria, and application procedures. (30%)Program administration and fiscal accountability: Manage all Title IV, state and institutional budgets and allocate resources effectively to meet the needs of students while maximizing resources. Prepare and manage annual operating and scholarship budgets; expend federal, state, private, and institutional funds. Perform fund reconciliation. Oversee the administration of legislative initiatives like Foster Ed, Empower Ed, and all other new programs that may arise. Develop and implement policies and procedures related to the administration of financial aid programs in compliance with federal, state, and institutional regulations. (30%)Compliance, and reporting: Provide compliance oversight in areas including, but are not limited to, institutional consumer information disclosures, Financial Value Transparency/Gainful Employment reporting, ECAR/PPA updates, Federal Tax Information (FTI) protection, and default management. Submit required federal and state reports such as FISAP, IPEDS, and SURDS. Respond to requests for information for annual and program audits. (15%)Strategic planning and data collection/management: Make short-term and long-term plans for the Financial Aid Office focusing on college goals and MCC’s strategic plan. Stay abreast of changes in financial aid regulations and industry trends, and make recommendations for policy and process improvements as needed. Perform data collection and evaluation for report generation and policy setting. Manage data from the Department of Education files to ensure accuracy in tracking, packaging, and disbursement. (5%)Community and professional partnerships: Represent the institution at external meetings, conferences, and events related to financial aid, and build relationships with external stakeholders, including government agencies, lenders, and professional organizations; actively participate in the Colorado Community College System Financial functional group to represent MCC’s needs. (5%)Complaint resolution/response: Resolve any student issues referred to us by the Department of Education, the Colorado Department of Higher Education, and/or college staff. (1%)Collaboration with institutional departments and outside agencies: Interacts with a diverse population through in-person, telephone, email, and letter contact with people and organizations for event and program planning, web site updates, data collection, and data submission. (1%)Based on the functions, this position is identified as a Campus Security Authority. As a Campus Security Authority the incumbent in this position is required to report allegations of Clery Act crimes that they become aware of to the Vice President of Student Services at Morgan Community College. Attends training pertaining to these responsibilities as required. Evaluates and identifies issues and problem-solves for students. Uses discretion and professional judgment in working with students. Maintains confidentiality under Family Educational Rights and Privacy Act (FERPA) and Federal Tax Information (FTI) regulations. Develops and interprets federal, state, and institutional regulations, policies, and procedures.
