APPLICATION
This procedure applies to all employees and outside users of Learning Object Repositories within the Colorado Community College System, including its Colleges (CCCS or System).
BASIS
CCCS recognizes the importance of shared and open access to certain educational resources for the benefit of teaching and learning in the academic community. In support of these initiatives, CCCS may establish Learning Object Repositories for the controlled sharing of items in accordance with this procedure.
DEFINITIONS
Learning Object Repository (LOR): An online collection for storing, managing and sharing teaching and learning resources
CCCS LOR: An LOR established, controlled and sponsored by CCCS for use by authorized users.
Materials: Materials are teaching and learning resources placed in the LOR, such as tests, presentations, images, videos or any other types of documents or files used to create course content.
PROCEDURE
The CCCS LOR was established for official CCCS use in support of the Colorado Community College System’s Strategic Plan.
Any user of the CCCS LOR must adhere to the following rules:
- Creation of new materials will be categorized using the approval process and categories outlined in BP 3-90.
- Placing materials on the LOR cannot alter the ownership determinations and principles set forth in BP 3-90. CCCS employees shall not grant ownership rights to any Board owned materials without appropriate approvals.
- Users are prohibited from placing materials in the LOR in a manner that infringes upon the rights of any third party or violates any federal or state law. Users shall specify the type of license under which the materials are being made available. All openly licensed materials adapted by CCCS employees, and placed in the CCCS LOR will be licensed in accordance with the original license, or CC BY NC (or similar non-commercial license), as appropriate. All new openly licensed materials created for use in a CCCS institution will be licensed with CC BY NC (or a similar non-commercial license).
- Users shall adhere to all licensing restrictions placed on any material accessed from the LOR, including but not limited to, providing attribution and using materials for non-commercial purposes.
- Access to LOR resources may be limited or restricted to specified users who have agreed to adhere to these procedures and any other rules established by CCCS.
- Addition to and use of LOR resources must adhere to the terms of service and materials owned by the Board shall not be shared outside of CCCS without approval.
Contribution and use of materials to outside LORs must also adhere to the rules outlined in this procedure.
Notwithstanding the foregoing, any materials created pursuant to a grant will adhere to the ownership and licensing restrictions outlined in the grant agreement.
REVISING THIS PROCEDURE
CCCS reserves the right to change any provision or requirement of this procedure at any time and the change shall become effective immediately.
