APPLICATION

This procedure applies to the Colorado Community College System, including its Colleges (CCCS or System).

BASIS

This procedure establishes process for student services transactions. Each College shall implement this procedure and remain in compliance with the Family Educational Rights and Privacy Act of 1974 (FERPA) as well as applicable state laws.

PROCEDURE

For each student services transaction, students are required to verify their identification before any action is taken or service is provided. Examples of services transactions include, but are not limited to:

  • Financial Aid inquiries;
  • Registration transactions;
  • Transcript requests and releases;
  • Cashier transactions;
  • Testing services;
  • Release of student records as defined by FERPA; and
  • Issuance of a College identification card

A student shall verify their identification by producing a “secure and verifiable document” which means it must be issued by a federal or state jurisdiction, or recognized by the United States government, and is verifiable by federal or state law enforcement, intelligence, or homeland security agencies. Student identification may also be verified through/by:

  • A series of questions unique to that particular student;
  • Producing a College identification card;
  • Producing a high school identification

Examples of “secure and verifiable documents” include, but are not limited to:

  • Driver’s license;
  • Government issued identification card;
  • Valid S. or foreign Passport with photo;
  • Military ID/Common Access Card;
  • Certificate of Naturalization w/photo;
  • Certificate of Citizenship w/photo;
  • Valid permanent resident card (I-551);
  • Valid temporary resident form;
  • Refugee/Asylee I-94 permit w/photo;
  • Bureau of Indian Affairs (BIA) identification card w/photo; or
  • Veteran ID Card w/photo

Students needing to take quizzes and/or tests in the College testing center will need to provide photo identification as stipulated by the College’s testing center.

College-Issued ID Cards:

Colleges may issue their own identification cards which must state, “For Internal Use Only”. ID cards must comply with all state or local laws regarding College ID requirements, including the requirement to contain crisis and suicide prevention contact information. ID cards may be issued physically or digitally. If a student is fully remote and cannot appear in person to receive their ID card, the student must prove their identity via telepresence and present one of the aforementioned identification documents via video for inspection and verification to receive their digital ID card.

CCCS reserves the right to change any provision or requirement of this procedure at any time and the change shall become effective immediately.
