APPLICATION
This procedure applies to the naming of any facilities or programs within the Colorado Community College System, including its Colleges (CCCS or System).
Eligibility for Naming Recognition
- Naming in Recognition of Financial Support: Facilities and programs may be named to recognize significant financial gifts and/or donations of other items of economic value. Monetary thresholds may apply to eligibility for naming in accordance with procedures outlined herein.
- Honorary Naming: Facilities and programs may be named to honor extraordinary, distinguished service. The honoree is expected to be associated with CCCS as a former employee, former student, former Board member or other individual who has made a significant service contribution to CCCS. It will be the general practice that a period of not less than three years will lapse between the end of the honoree’s service to the System and consideration for an honorary naming recognition.
- Facilities and programs may not be named for any active employee of the System, active legislators or political representatives.
- Exceptions to these eligibility requirements may be considered on a case-by-case basis and are subject to State Board for Community Colleges and Occupation Education (Board), Chancellor and/or College President approval as outlined below.
Procedure for Naming a Campus or Building
- Nominations for naming of a campus or building must be submitted to the College President for initial review and must include supporting information and justification about the nominee to be recognized.
- In order to be considered for naming a campus or building in recognition of financial support, the value of the gift should be at least 35% of the total project cost. Exceptions to this general guideline may be considered by the President in consultation with the Chancellor on a case-by-case basis for substantial gifts and are subject to ultimate approval by the Board.
- Upon determination by the College President that the proposed naming will be considered for further approval, the College President will appoint a committee of at least three individuals to evaluate the nomination. The College President may be one of the three committee members. The committee will be responsible for gathering and evaluating relevant information about the proposed naming. The evaluation process should include consideration of the credentials, character and reputation of the nominee, and may include perspectives of the College community, appropriateness of the value of support or service in exchange for the naming, due diligence on the nominee (such as background or reference checks), and valuations and appraisals of any non-cash gifts.
- The committee will provide a recommendation to the College President about the appropriateness of the proposed name. After the recommendation, if the College President agrees on moving forward with the nomination, the College President will submit a request to the Chancellor for approval. If the facility to be named was constructed with tax-exempt bond financing, the College President shall consult with CCCS Legal prior to submitting a request to the Chancellor.
- Upon approval by the Chancellor, the naming recognition requires approval of the Board to be adopted. No commitments shall be made to the nominee regarding the naming until formal approval by the Board has been received.
- In addition to approval by the Board, each naming recognition is subject to a written agreement or conditions statement and/or subject to applicable College policies/procedures and federal and state laws.
Procedure for Naming Major Facilities or Formal Programs
Naming of major facilities including but not limited to rooms, hallways, auditoria, galleries, labs, centers, roads, athletic courts/fields, and formal College programs, including but not limited to schools, academic departments/divisions, college centers, and athletic programs, must be approved by the Chancellor. The Chancellor is responsible for interpreting what constitutes a “major” facility or “formal” program, and also has the discretion to submit any proposed naming to the Board for approval.
- Nominations for naming a major facility or formal program must be submitted to the College President for initial review and must include supporting information and justification about the nominee to be recognized.
After the recommendation, if the College President agrees on moving forward with the nomination, the College President will submit a request to the Chancellor for final approval. If the facility to be named was constructed with tax-exempt bond financing, the College President shall consult with CCCS Legal prior to submitting a request to the Chancellor. No commitments shall be made to the nominee regarding the naming until formal approval by the Chancellor has been received.
- In addition to approval by the Chancellor, each naming recognition is subject to a written agreement or conditions statement and/or subject to applicable College policies/procedures and federal and state laws.
- College Presidents may establish additional internal procedures and guidelines, such as monetary thresholds or service requirements and vetting requirements applicable to naming of major facilities or formal programs.
Procedure for Naming Other Facilities or Programs
For all other non-major facilities or programs, such as benches, trees, seats, bricks, placards, and scholarships, naming recognition may be approved, removed or modified in accordance with procedures established by the College President.
Sponsorships
Facilities or programs that are named in connection with a sponsorship that is limited to a certain time period must follow the vetting and approval procedures outlined herein, except that the financial support provided in connection with a sponsorship for a campus or building is not subject to the 35% project cost threshold.
Removing/Modifying a Naming
When the facility use has changed such that the named facility must be demolished, substantially renovated, discontinued or rebuilt; if a program is being discontinued or substantially reformed; or if CCCS determines that the naming recognition will adversely impact the reputation, mission or integrity of CCCS, CCCS may retain the use of the name or change/discontinue the use of the name in its sole discretion and consistent with any written agreement with the donor and applicable laws.
The Board may require removal or modification of the name of any facility or program at any time. The Board must approve the removal or modification of a campus or building name pursuant to BP 16-50. The Chancellor must approve the removal or modification of the name of a major facility or formal program. All other names may be removed or modified in accordance with procedures established by the College President.
REVISING THIS PROCEDURE
CCCS reserves the right to change any provision or requirement of this procedure at any time and the change shall become effective immediately.
