SCOPE
This procedure applies to exempt administrators and professional technical staff (APT) employed by the state system community colleges and system office staff.
PURPOSE
The goal of the APT evaluation process is to assess performance and reward contribution to the success of students and improve the environment of the college community.
BASIS
This procedure requires the System President to establish System guidelines for the evaluation of administrator, professional and technical employee job performance.
PROCEDURE
Factors in Evaluation of Job Performance
Employees will be evaluated according to their documented responsibilities, job description, and the ability to meet program, Board and college goals related to their areas of responsibility.
Performance Planning and Evaluation
Each college and the system office shall develop and implement a performance planning and evaluation plan which shall include the following rating levels:
- Exemplary
- Commendable
- Needs improvement
TRANSITIONAL YEAR
For purposes of the 2013-2014 evaluation period, the system and colleges may utilize the four rating criteria (Meritorious, Exceeds Expectations, Meets Expectations and Needs Improvement) or the three rating levels as stated above.
All performance evaluations shall be conducted annually in written form and shall include:
- The extent to which the employee accomplished established objectives for the evaluation period.
- Information on the extent to which the employee exhibited or failed to exhibit one or more of the following:
- adaptability, flexibility, creativity
- leadership
- problem analysis, decision making
- planning, organizing and coordinating
- initiative exercised
- accomplishment of college goals
- ability to communicate/interact with others
- ability to delegate effectively
- other characteristics related to job
Performance evaluations and ratings shall be narrative – not numerical. APT evaluations are not grievable; however, an employee may submit a written response to the evaluation to be included in the personnel file.
SALARY INCREASES
Only employees whose performance rating is Commendable (three rating criteria) or Meets Expectations (four rating criteria) or above are eligible for salary increases.
PROCEDURAL REVISIONS
CCCS Reserves the right to change any provisions or requirement of any procedure at any time.
