APPLICATION

This procedure applies to all employees in the Colorado Community College System, including its Colleges (CCCS or System). Board members have also committed to following this procedure as outlined in Board Policy 3-70.

BASIS

It is Board policy that Board members and employees shall read and acknowledge the Ethics policy upon initial appointment or employment with the System. Additionally, the Chancellor, System Executive staff, College Presidents, College senior staff, and System Audit staff shall submit Disclosures of Gifts and Benefits, Conflicts Disclosure Statements, and Disclosures of Affiliations as outlined in these procedures.

PROCEDURE

Ethics Policy Acknowledgment: 

All Board members and employees shall, within 30 days of initial appointment or employment, verify that they have read and intend to abide by the Ethics policy.

Disclosure of Gifts and Benefits:

Board members, the Chancellor, System Executive staff, College Presidents, College senior staff, and System Audit staff shall submit, on or before January 30 of each year, a Disclosure of Gifts and Benefits included in the Appendices.

Conflicts Disclosure Statement:

Board members, the Chancellor, System Executive staff, College Presidents, College senior staff, and System Audit staff shall submit, on or before January 30 of each year, a Conflicts Disclosure Statement included in the Appendices. Additionally, an amendment must be submitted not more than 30 days after any conflict of interest arises.

Disclosure of Affiliations:

Board members, the Chancellor, System Executive staff, College Presidents, College senior staff, and System Audit staff shall submit, on or before January 30 of each year, a Disclosure of Affiliations included in the Appendices. Additionally, an amendment must be submitted not more than 30 days after any new affiliations arise.

REVISING THIS PROCEDURE

CCCS reserves the right to change any provision or requirement of this procedure at any time and the change shall become effective immediately.

APPENDIX A

Disclosure of Gifts and Benefits

Report all required gifts/benefits received throughout the completed calendar year, January 1 through December 31.

Speaking honoraria, appearance fees, and fees for articles/publications (any amount).

Gifts of money or cash loans of $75 or more, and non-perishable gifts or loans of real or personal property of $75 or more received from any individual or entity.

Tickets, meals, perishable gifts, memberships, travel, and other expenses from any private source of $75 or more.

Exception: You do not need to report gifts from family members.

Explain the circumstances of any gift reported, including what you provided in return, and/or why the gift is exempt from the provisions of Amendment 41 (Article XXIX).

Need Not Be Reported:

Non-monetary award publicly presented by an organization of public service.

Conflicts Disclosure Statement

Conflicts Or Potential Conflicts Of Interest:

If your official actions could in any way harm, benefit, or promote your private interests or the interests of your family, friends, or business associates, you have a conflict of interest. You also have a conflict of interest if pursuing your own interests is incompatible with or detrimental to the state, or in any way compromises your loyalty to the state and your commitment to your duties.

Examples of conflict of interest — for illustrative purposes only:

  • My department is hiring the consulting firm in which my brother-in-law is a partner to perform consulting services.
  • I am an owner of a company that plans to bid on a state contract.
  • An immediate family member is employed by CCCS.
