This procedure applies to the Colorado Community College System, including its Colleges (CCCS or System).


This Procedure implements the Board’s Policy regarding the System’s statewide service area designation. It is the System’s priority to provide access and opportunities for all students, including Concurrent Enrollment, within its statutory role and mission. This includes assuring that all students have access to postsecondary programs while also ensuring the most efficient use of limited resources.


The Colleges shall operate within the designated statewide service area under the following principles:

  1. CCCS institutions will work collaboratively, both within the System as well as with external institution of higher education partners, to ensure all students have access to postsecondary, non-credit, and workforce development learning opportunities, while endeavoring to avoid unnecessary or costly duplication of services and programs.
  2. CCCS institutions will provide students a wide variety of institutional, programmatic, and cost-effective education and training options.
  3. CCCS institutions will collaborate as a System to ensure equitable access is being provided to all students.
  4. Each CCCS college will prioritize serving the needs of its local community, including providing Concurrent Enrollment, non-credit, and workforce development opportunities.
  5. For Concurrent Enrollment, the System Vice Chancellor for Academic and Student Affairs will maintain a list of college and school district partnerships to ensure all students are being provided access to postsecondary learning opportunities.
  6. Should a CCCS College be interested in providing service in another College’s local community, the President of the pursuing College must expressly discuss this interest with the President of the College that typically serves the needs of that local community and garner their feedback in advance, prior to any formalized steps being taken.
  7. In the event of any dispute between the CCCS institutions, the Presidents of the Colleges must meet and attempt, in good faith, to resolve the dispute without System Office involvement. If they are unsuccessful, they will meet with the CCCS Vice Chancellor of Academic and Student Affairs to reach a mutually agreed upon resolution. If no resolution is reached within thirty (30) calendar days of the meeting with the CCCS Vice Chancellor, the System Chancellor will determine the outcome. The Chancellor’s decision is final.


CCCS reserves the right to change any provision or requirement of this procedure at any time and the change shall become effective immediately.
