Policy Statement

A facility program plan must be approved in accordance with the provisions of this policy prior to the development of a real estate lease, a capital expenditure for equipment, and/or a construction project.

Scope

This policy applies to Colleges in the Colorado Community College System.

Program Plan Requirements

Except as provided in this policy, program plans must be approved by the Board and shall be consistent with the Colorado Commission on Higher Education (CCHE) requirements and Guidelines for Program Planning. Program plans shall conform with CCHE facilities master plans, contain evidence of educational benefits which will result from implementa­tion of the program plan, assure that plan actions and operating and capital costs are appropriate to educational programming as well as to sources and methods of financing, conform with other Board Policies, and be consistent with Board priorities.

Procedures

The Chancellor shall promulgate such procedures as may be needed to implement this policy.
