Policy Statement

The Board recognizes that the community colleges often find it necessary to provide and charge fees for goods and services in order to enhance, promote, or support their teaching and public service functions. It is important, however, that institutions be mindful that the provision of goods and services may be in competition with private businesses, and remain sensitive to the interests of private businesses.

Scope

This policy applies to the state system community colleges.

Guidelines

The Colorado Commission on Higher Education guidelines for the provision of goods and services by institutions of higher education are the guidelines which will be followed by the state system community colleges.

Grievance

If there is a complaint that a state system community college is providing goods or services in competition with a privately owned business, that business shall be provided the opportunity for a hearing of such complaint according to the following process:

  1. The complaint shall first be heard by the College president or her/his designee.
  2. If resolution is not reached the business may request a review by the System president.
  3. If resolution is not reached as a result of the System president’s review, appeal may be made to the Board.

Consistent with C.R.S. 24-113-104(3)(b), the Board will report semiannually to the Colorado Commission on Higher Education concerning this complaint procedure.

Procedures

The System president shall promulgate procedures as needed to implement this policy.
