Application

This procedure applies to all employees of the Colorado Community College System, including its Colleges (CCCS or System), who have been delegated contract approval and signature authority herein.

Basis

Board policy permits the Chancellor to implement procedures to delegate signature authority to Vice Chancellors, College Presidents, College Business Officers, and other specified employees on contracts related to services, goods, property, or money. These procedures shall incorporate review to assure that legal requirements are met, and that there is approval by other state agencies and officials as required by statute and State Fiscal Rules. The Chancellor may withdraw or restrict such delegation.

Procedure

The Chancellor delegates contract approval and signature authority as designated below.

Delegation to System Office Staff:   

The Chancellor delegates to Vice Chancellors and other staff authority to approve the following contracts within their respective budget areas:

  • The Vice Chancellor for Finance and Administration and the Vice Chancellor for Academic and Student Affairs are delegated authority to approve expenditure contracts which do not exceed $500,000 in the aggregate.
  • All other Vice Chancellors are delegated authority for contracts which do not exceed $200,000, or the equivalent, in the aggregate.
  • The Vice Chancellor for Finance and Administration is delegated authority to approve contracts to sell real estate which do not exceed $200,000, or the equivalent.
  • The System Controller is delegated authority to approve System capital construction contracts and other project documents, acting in the capacity of principal representative for projects which have been funded by the General Assembly as line item (specific) appropriations and approved by the Board.

Delegation to College Staff: 

The Chancellor delegates to College Presidents and other College staff the authority to approve the following contracts within their respective College budgets:

  • College Presidents and College Chief Business Officers are delegated authority to approve capital construction contracts and other project documents, acting in the capacity of principal representative for projects which have been funded by the General Assembly as line item (specific) appropriations and approved by the Board.
  • College Presidents are delegated authority to approve training agreements, student financial aid grants, and personnel contracts.
  • College Presidents are delegated authority to approve textbooks purchased for resale up to $1 million per vendor per year.
  • College Business Officers and/or Directors of Auxiliary Services are delegated authority to approve textbooks purchased for resale up to $150,000.
  • College Presidents are delegated authority to approve contracts to sell real estate which do not exceed $200,000, or the equivalent.
  • College Presidents are delegated authority to approve any contracts which involve less than $200,000 or the equivalent, in the aggregate.
  • College Business Officers are delegated authority to approve any contracts which involve less than $100,000 or the equivalent, in the aggregate.
  • College Presidents are delegated authority to approve any contracts to receive student financial aid monies, and to receive gifts, services, goods, property, or other money so long as they are unencumbered.

Further delegation of any authority outlined above, may be delegated in writing to appropriate staff, within their area of authority, to approve arrangements which do not exceed $50,000, or the equivalent, in the aggregate. All arrangements to commit funds must be approved by the State Controller or their designee.

These delegations are conditional and contingent upon the adherence to controls established by Board policies and system procedures; the availability of funds within approved budgets; and compliance with federal and/or state statutes, State Fiscal Rules, and other state and federal rules and guidelines. The Chancellor may restrict or withdraw delegations at any time.

Reporting Requirements

The Board and Chancellor shall be informed of executed transactions or contracts that commit the Board to payment of value in excess of $200,000. The Chancellor must be informed, in advance, of receipts in excess of $500,000, or the equivalent, in the aggregate; these receipts must also be reported to the Board.

Revising this Procedure

CCCS reserves the right to change any provision or requirement of this procedure at any time and the change shall become effective immediately.
